Synopsis:

Background: The purpose of this acquisition is to provide Fuel Delivery to up to two (2) locations two (2) times per week.

Place of Performance: Services will be performed at Camp Cheik Osman and Direction Centrale Material (DCMAT) Djibouti Africa

Description of Services: The contractor shall provide all personnel, equipment, transportation, supplies, materials, supervision, fueling truck, fuel, and tools including fueling meter capable of tracking the number of liters dispensed.

REQUIREMENTS: The contractor shall deliver up to 63,000 liters of diesel fuel over the course of this contract to the two fueling sites listed above. The Contractor shall ensure that all fuel handling, dispensing and storage is done in a safe and proper manner in accordance with country environmental protection laws and procedures. All fueling operations will be in accordance with Army Regulations: FM 10-67-1 (Concept of Equipment of Petroleum Operations) and ATP 4-43 (Petroleum Supply Operations). All equipment to include highway tanks or mobile refueling tanks will be operated by competent, trained personnel. It is anticipated that a Request for Quote will be issued for this procurement. Please note that IAW DFARS Deviation 2015-O0012 this procurement will give preference to products from Djibouti before considering other sourcing options. SUBMITTAL INFORMATION: It is requested that interested vendors submit to the Contracting Office a brief capabilities statement package demonstrating the ability to perform the services listed above.
