For this solicitation, National Guard - Kentucky intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Kentucky is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

Deliveries shall be made on the specified dates and in quantities agreed upon within the contract. Delivery dates are 11 May 2014 and 14 May 2014. Request that deliveries be made prior to 1100 hours.

Vendors shall match quantities requested as close as possible. If vendor required units of issues are greater than those requested the vendor may quote their unit of issue. If the vendor can not provide a item please identify on the attached spreadsheet and reattach with quote.

Question: Can the entire order be delivered on one date? If not, which items need to be delivered on May 11 and which for May 14? Answer: Due to the limited storage space available at the site it is preferred that the items be delivered IAW with the attached spreadsheet. The spreadsheet is tabbed so as to identify the items required on which delivery day. However, it may be possible to deliver all the dry goods at one time.
