This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on R M L RFQ 2034. Receipt of quotations will be due fifteen days (15) after the publication date of this combined synopsis/solicitation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 dated 06/27/02. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Small Business Set-Aside. The associated North American Industry Classification System Code (NAICS) for this procurement is 112519 and the size standard is $0.5 Million. SCHEDULE: The Rocky Mountain Laboratory has a requirement for an estimated quantity (minimum of 26) Saimiri Squirrel Monkeys. FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be 60 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 South 4th Street, Hamilton, MT. It is mandatory that the Monkeys purchased have the following features: (1) Monkeys are to be adult (550+gm in size). (2) An estimated minimum of twenty-six (26) monkeys either sex. (3) All animals are to be tested and found negative for tuberculosis (TB) and the following viruses: Herpes tamarinus, Herpes saimiri, measles and squirrel/cebus monkey Cytomegalovirus (CMV). (4) All animals must have three (3) negative TB tests and virus tested within 30 days of shipment to the Rocky Mountain Laboratory. (5) A complete copy of all procured animal's health records and testing must be supplied including the origin documentation. (6) Animal health must be guaranteed (free of pathological conditions) for 30 days after receipt of the animals. A National Institutes of Health (NIH) veterinarian will determine the health status. If an animal's health is determined to be unacceptable by an NIH veterinarian within 30 days of receipt, then the animal will be returned and replaced at the vendor's expense. (7) Delivery of these non-human primates will comply with all rules and regulations of the Animal Welfare Act and AAALAC standards. Delivery will be accomplished by individuals certified to ship live non-human primates. The facility from which these monkeys are being sent must be AAALAC approved or have a facility-approved standard sanctioned by their primate facility veterinarian. (8) In the RFQ the vendor must provide proof of AAALAC approval or proper veterinarian guidelines from the facility, to be reviewed by the veterinarian at the NIH. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial; Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications--Commercial Items. FAR 52.212-2 Evaluation--Commercial Items; RFQ will be evaluated on the following criteria. The government intends to make an award based on: (1) Delivery. (2) Price. (3) The Government technical specifications requested in #1-#8 above. (4) Health Guarantee to include period of coverage shall be stated. FAR 52-212-4 Contract Terms and Conditions--Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items applies to this acquisition.
