The Douglas, Nogales, Sonoita and Tucson Horse Patrol Units are responsible for providing all equipment and supplies needed to sustain operations. The Units will coordinate with the Contract Provider as to which areas will be utilized for operations. Contract Provider will keep the Units informed of those areas that are designated as restricted access to personnel, vehicles and/or trailers. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. BOARDING: 1) STALLS a) Size and Construction i) Stalls should by twelve feet (12) by sixteen feet (16). At a minimum they will be twelve feet (12) by twelve feet (12). ii) Stalls will be constructed out of two-inch pipe. iii) If the stalls are located outside, half of the stall must be covered and the sides must be open. iv) If the stalls are inside, there must be an open and adjoining outside pen. b) Placement i) Stalls for government horses will be separate and apart from other horses boarded by Contractor. ii) One sick pen should by designated and be separate and apart from others. iii) Stalls should be located on ground that is free of debris, insects, or other objects that could possibly cause injury or galling to the horse. iv) Stalls located on artificial surfaces will contain the appropriate amount of shavings so that the horse is not subject to injury or galling. c) Fixtures i) Stalls for government horses will be equipped with a fresh water source. ii) Stalls for government horses will be equipped with a hanging feed bin. iii) An artificial light source will be available that would illuminate the stall area. iv) Each stall should have a gate that swings both in and out. 2) FACILITY a) Contractor will provide a secure insured facility. b) Contractor will provide the use of a round pen. c) Contractor will provide an area where horses can be cleaned and worked on. i) A hitching post must be available. ii) A water source must be available. d) Contractor will provide a secured area for tack. e) Contractor will provide adequate space for the parking of trucks and horse trailers. f) Contractor will provide a clean and covered area for the storage of feed. g) Contractor will provide a turn out area free of debris, insects, or other objects that would cause injury of galling to the horses. The turn out area must be a minimum of 150 feet by 300 feet. 3) ACCESS AND AVAILABILITY a) Contractor will maintain a secure facility. b) Contractor will ensure that the Border Patrol, and other contracted personnel (Farrier, Veterinary Services, etc.) have unrestricted access to the area designated for the Horse Patrol Unit. c) Contractor will provide a contact number for emergencies. 4) LICENSE REQUIREMENTS: The contractor shall meet all applicable state and local regulations. STATEMENT OF WORK CARETAKING OF HORSES FOR UNITED STATES BORDER PATROL STATION The Contractor shall provide all labor, supervision, equipment (except as noted), supplies, training, and transportation to provide caretaking, as requested by the COTR or Supervisory Border Patrol Agent, for horses owned by the United States Border Patrol. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. CARETAKING: 1) CARE OF HORSES a) Contractor will feed horses twice daily. b) Contractor will feed horses in accordance with the directions of the Supervisory Border Patrol Agent c) Contractor will treat and/or clean minor abrasions and/or galls as needed. d) Contractor will administer minor medications, as well as maintenance. medications (i.e. Fly Spray) as directed by the Supervisory Border Patrol Agent. e) Contractor will see to the general care and condition of horses. This will include but is not limited to the following duties: i) Pick hooves daily ii) Brush horses daily iii) Wash horses as instructed and as weather permits iv) Place horses in exercise area. 2) MAINTENANCE a) Contractor will clean and maintain the corral area and stalls daily. i) Manure will be removed from the stalls daily. Contractor is responsible for disposal of manure off site. ii) Feed bins will be cleaned daily. iii) Water troughs will be checked daily and cleaned as needed. iv) Trash will be removed from the corral area and stalls daily. b) Contractor will clean Horse Trailers i) Manure will be removed daily ii) Rubber mats will be removed and cleaned once a month. iii) Boards will be cleaned and inspected for damage once a month. c) Contractor is responsible for disposal of manure. Manure will be disposed off site. d) Contractor will perform tack maintenance to insure that all equipment is clean and serviceable. e) Contractor will maintain general common area of facility as well as feed area to an acceptable standard and to provide a safe and clean environment for the horses. f) Contractor will be responsible for any changes and/or upgrades to the facility (ie. Adding sand to the pens, moving pens, etc.) 3) REPORTS a) Contractor will maintain a log for each horse. i) Contractor will log any medication given to the horse ii) Contractor will log any behavioral problems of the horse iii) Contractor will log all prescribed services and activities iv) Contractor will immediately report any abnormalities to the Supervisory Border Patrol Agent. b) Contractor will maintain a daily maintenance log for the facility to include work performed and any problem encountered. CONTRACTOR PERSONNEL: During all operations on Government premises, the Contractor?s personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The contractor shall not enter any area to which access is restricted, unless specifically authorized in writing by the COTR. Contractor will provide a contact number for emergencies.
