This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. AAQ030015 is issued as a Request for Quotation. This requirement is 100% set-aside for small business, PSC 8710, NAIC 111940, Size Standard of $.75 million. The Bureau of Land Management (BLM), Wild Horse & Burro Facility has a requirement for 300 tons of Alfalfa Hay, to be delivered on/about August 18, 2003 to the WH&B facility located at 6501 E. Hwy 66, Kingman, Arizona 86401 The Alfalfa hay will be used for food for domestic animals; cured, cut, and stored for fodder. Hay shall be free from animal contamination, dangerous pesticides, and foreign matter of any kind, i.e., wire, nails, or other debris. Authorized variation in quantity is +/- 10%. Unit price per ton is to include delivery, off-loading, and any applicable taxes. HAY REQUIREMENTS: HAY shall be: - 95% Alfalfa; - from current year crop or barn stored prior year, mid-season cutting; - domestically grown; - leafy green, well cured, properly stored, and free of dust, mold, or heating; - free of any Russian Thistle or prickly herb, "Cheat" grass, and any other weed or grass not considered healthy forage for domestic animals; - cut with a crimper; and - delivered direct from field or barns via clean vehicles not used for transport of livestock. Hay shall NOT: - contain less than 95% alfalfa (per bale); - have any bearded grain or any forage plant containing long awns (spikelets); and - be from 1st cutting. BALE REQUIREMENTS Bales shall: - be secured with 3 strands of RAT and rot-proof twine; and, - weigh not less than 90 pounds and not more than 150 pounds. Bales shall not: - exceed 150 pounds per bale; - be less than 90 pounds per bale; - be baled in "round bales" (round bales will be rejected); - be ragged, have varying lengths, have wires or twine of unequal tension, or be broken; - consist of bales that are on top or bottom of stacks stored outside; and - be rain damaged. CERTIFIED WEIGHT TICKETS: Each load must be accompanied by a certified weight slip. Tonnage shall be established at the Contractor's facility prior to shipment, and confirmed in writing. Total weight (per ton) shipped by the Contractor will be confirmed at destination (Kingman, Arizona). A State Certified Weight Ticket shall be provided to the Contracting Officer's Representative (COR) at destination. This Request for Quotation incorporates the following provisions and clauses.
