Sources sought to produce "Wool Felt" for all services including Army, Air Force, Marine Corps, Navy and Coast Guard. This "Wool Felt" is use in Coat Fronts for Military Dress Coats. The Felt shall be in accordance with ASTM D 2475, classification CF2 or CF1, and tested in accordance with ASTM D 461. (Previously identified as 11a2 of C-F-206). The Felt shall have a minimum of 30% wool and a maximum of 5% of 1,1, 1-trichloroethane extract. The Weight shall be 3.04 + 0.12 oz/yd2 and the thickness shall be 0.030 + .005 inch.
While DSCP procures the end-item Dress Coats from our manufactures; it seeks domestic "Wool Felt" suppliers that can provide this component to DSCP contractors in compliance with the National Defense Authorization Act for Fiscal Year 2006. The origin of the raw materials and all manufacturing processes must be performed domestically.
All items must be Berry Amendment Compliant in accordance with "Section 833 of the National Defense Authorization Act for Fiscal Year 2006 Act added language to 10 U.S.C. 2533a requiring that all articles or items of "clothing", including the materials and components thereof, purchased by the Department of Defense be grown, reprocessed, reused, or produced in the United States, other than sensors, electronics, or other items added to, and not normally associated with, clothing (and the materials and components thereof)." In an effort to ascertain interest, the Government is seeking interested vendors to produce subject end items.
