The Texas Army National Guard has a requirement for alterations of the Army Service Uniform. This is not a solicitation. Do not respond with a quote. It is a sources sought to determine the availability of vendors that can satisfy this requirement.
The Texas Army National Guard is fielding the Army Service Uniform (ASU) to all enlisted Soldiers (Non-AGR). Those uniforms require alterations in accordance with Army Regulations AR 670-1 and AR 700-84. All non-AGR enlisted service members will require alterations to these uniforms in order for the uniforms to be available in a usable state.
The articles of clothing that require alterations are the ASU coat, trouser/slack, skirt
Basis of Issue Male: 1 Coat, 2 Trousers
Alterations on the male uniform are to be in accordance to AR 670-1 and include:
Coat: Soutache sewn on both sleeves (Required on 100% of all coats)
Coat: Alter length of sleeves (Estimate required on 70% of all coats)
Coat: Overseas Bars (Estimate required on 80% of coats)
Coat: Service Stripes (Estimate 95% of all coats)
Coat: Rank on both sleeve (Required on 100% of all coats)
Trousers: Hem Length (Required on 100% of all trousers)
Trousers: Adjust waist size if required (tailor's request; approved by COR)
Basis of Issue Female: 1 Coat, 1 Slacks, 1 Skirt
Alterations on the female uniform are to be accordance to AR 670-1 and include:
Coat: Soutache sewn on both sleeves (Required on 100% of all coats)
Coat: Alter length of sleeves (Estimate required on 70% of all coats)
Coat: Overseas Bars (Estimate required on 80% of coats)
Coat: Service Stripes (Estimate 95% of all coats)
Coat: Rank on both sleeves (Required on 100% of all coats)
Slacks: Hem Length (Required on 100% of all slacks)
Slacks: Adjust waist size if required (tailor's request; approved by COR)
Skirts: Hem Length (Required on 100% of all skirts)
Skirt: Adjust waist size if required (tailor's request; approved by COR)
Estimate total number of items requiring alterations: approximately 8,000 (6,650 male, 1,350 female) the first year. Anticipate awarding two additional option years with the same approximate numbers.
Accomplishment of this contract may require work at various contractor, subcontractor, and Government facilities throughout (including some remote towns) the state of Texas. If required to travel to unit locations, the appropriate time will be scheduled between the unit POC and the vendor.
Solutions to alterations shall not require a soldier to travel more than 50 miles from the location of his/her home unit. It is preferable that a soldier travel not more than 30 miles. Soldiers should be given the opportunity to select an alternate alteration location with the prior approval of the Soldiers unit of assignment appointed Alterations POC. Contractor will coordinate with identified unit POCs to establish flexible schedules for soldiers to coordinate measuring and pick-up of ASUs.
Soldiers will be given the opportunity to return ASUs to alterations agent that have not been altered according to specified regulatory guidance and corrected at no additional charge.
Contractor will provide reports tracking status by Soldiers name and unit and type of alteration.
