84--Synopsis of USMA Cadet Grey Shirts and Overblouses Requirement

The Mission and Installation Contracting Command Contracting Office, West Point, NY on behalf of the United States Military Academy (USMA), West Point, NY intends to issue a solicitation under solicitation number W911SD-15-R-0004 on 10 April 2015 for

Grey, polyester/wool and polyester/cotton overblouses for the female cadets, and
Grey, polyester/wool and polyester/cotton class shirts for the male and female cadets.

The requested quantities are approximately 15,527 in the base year and approximately 1,350 in the in option year.

This requirement will be a 100% set aside for HUBZone small business concerns under NAICS code 315210, Cut and Sew Apparel Contractors. The small business size determination will be 500 employees. In order to be eligible for award firms must be registered as a Small Business under the appropriate NAICS code in the System for Award Management (SAM). Additionally, firms must also be certified by the Department of the Army Natick Labs.

Please note that samples shall be required and must be received by the closing date of the solicitation.

THIS IS NOT A SOLICITATION, REQUEST FOR QUOTE (RFQ) or PROPOSAL (RFP).
This notice is a Sources Sought notice for informational and planning purposes, only. This notice is strictly intended for market research and shall not be construed as a solicitation, obligation or commitment by the Government.

The purpose of this notice is to receive responses from industry that will assist the Government in developing its strategy for procuring this requirement. The Government is seeking responsible sources from all businesses capable of meeting the quantity, complexity and schedule of the requirement outlined in this notice. Feedback on this requirement is encouraged. However, a response to this notice is not required for participation in the anticipated solicitation. The anticipated North American Industry Classification System (NAICS) Code is 315210 Cut and Sew Apparel Contractors with a Small Business Size Standard of 500 employees.

The Mission Installation Contracting Command (MICC) at West Point on behalf of the United States Military (USMA) has an anticipated requirement for 15,527 grey uniform shirts (or overblouses) of various sizes for the United States Military Academy (U.S.M.A.) West Point Cadets in accordance with the military specifications in the attached draft purchase description package.

Interested sources are requested to submit an email to include:

1. Title of the requirement, Company Name, Address, POC, DUNS number and CAGE Code;
2. A brief capabilities statement (no more than 4 pages in length, single spaced, 12 point font minimum) detailing their qualification, capabilities and experience for providing these supplies. A generic capability statement is not acceptable. Additionally, please include responses to the follow requests below:

i. Provide a description and picture of the items they are proposing to address the requirement;

ii. Provide the approximate lead time for the manufacturer and delivery of the required items.

iii. Indicate whether your company has an active registration on the System Award Management (SAM).

iv. Please provide the socioeconomic information for your company, i.e. large, small, veteran-owned service disable, 8(a), HUBZone etc;

v. Please indicate whether your firm is a reseller or manufacturer.

This notice is not a request for a technical or cost proposal or an announcement of a solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought notice. Participation is strictly voluntary.
