This Request for Information is for Small Businesses interested in manufacturing MOLLE items and sets. The U.S. Army RDECOM, Natick Contracting Center is seeking small businesses to produce MOLLE items described herein. It is anticipated that the following items will be procured over a three year IDIQ contract (base year, plus two option years).

Projected quantities would be as follows; the base year maximum contract quantities 50,000 MOLLE Rifleman sets, 50,000 Tactical Assault Panels, 50,000 Medium Rucksacks, 50,000 Hydration Systems, 5000 Grenadier and SAW sets, 10,000 Pistol sets, and 2000 Medic Sets.

Maximum quantities for option year one are 25,000 MOLLE Rifleman sets, 25,000 Tactical Assault Panels, 25,000 Medium Rucksacks, 25,000 Hydration Systems, 2500 Grenadier and SAW sets, 5000 Pistol Sets, and 1000 Medic Sets.

The maximum quantities for option year two are 25,000 MOLLE Rifleman sets, 25,000 Tactical Assault Panels, 25,000 Medium Rucksacks, and 25,000 Hydration Systems, 2500 Grenadier and SAW sets, 5000 Pistol Sets, and 1000 Medic Sets.

BASE YEAR PRODUCTION RATES:

For the MOLLE Rifleman sets, Tactical Assault Panel, Medium Rucksack and Hydration System are 10,000/month for the first, second and third month, and 4000/month for months 4-12 ; Grenadier and Saw sets are 1000/month for the first, second and third month and 300/month for months 4-12; Pistol Set is 2000/month for the first, second and third month, and 600 month for months 4-12; Medic set is 500/month for the first two months, and 100/month for months 4-12. All other MOLLE item monthly requirements are anticipated at 0-800/month for the base year contract.


The Government anticipates multiple awards. The total required quantities detailed could be made by a combination of all awardees. Interested offerors shall have ISO 9001 rev 2001 certification. Interested offerors shall describe their monthly/annual production capabilities to deliver MOLLE items. Information shall include the following:

1) PRODUCTION

A) The production capacity relative to the proposed items. Current number of personnel in both management, administration, and production. Floor space for production. List separately the capacity to store raw material and finished items until they are inspected and notification of acceptance is received from the Government.

B) Location of all manufacturing facilities, including subcontractor production facilities (not including material suppliers).

C) List of all manufacturing equipment along with age and condition of equipment that could be used.

D) Monthly maximum manufacturing capacity.

E) The contractors ability to expand production capability.

F) Interested Offerors will provide an organization chart of its Quality Assurance Program; to include procedures on managing the quality of suppliers and sub-contractors.

G) The items below must be procured from the identified mandatory source Ability One partners (NIB and NISH).
