Production lead-time is 150 days, with 12 monthly deliveries to New Cumberland, PA and San Joaquin, CA, FOB Destination. Best Value procedures will be used. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as âThe Berry Amendmentâ impose restrictions on the DoDâs acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and âspecialty metalsâ (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
Under clause DFARS 252.225-7012, Preference for Certain Domestic Commodities (FEB 2003), the components of the Jacket being procured under this solicitation must have been grown, reprocessed, reused, or produced in the United States, its possessions, or Puerto Rico.
Goatskin is available domestically in sufficient and reasonably available quantities of a satisfactory quality.
Accordingly, under FAR 25.104(a), offerors and contractors may not treat foreign components of the same class or kind as domestic components.
A DOMESTIC SOURCING CONFERENCE will be held on Thursday 13 November 2003 at 9:00 am at the Hilton Philadelphia Airport, 4509 Island Ave. Leather producers, finishers, and suppliers, and leather jacket manufacturers are welcome to attend. Discussions will be held on Berry Amendment restrictions and the technical requirements of the leather to be used in these jackets.
