NA The US Army Soldier Biological and Chemical Command, Soldier System Center (SBCCOM-SSC) in Natick, MA, is conducting a market survey for technical information from foreign vendors on a High Altitude-Low Opening/High Altitude-High Opening (HALO/HAHO) Naviga tion Aid that will allow Special Operations Forces (SOF) infiltration capabilities in all environmental situations. Currently teams have little ability to navigate to a target unless it is seen at exit, or the Air Crew releases (gives a green light) at the perfect Computer Aided Release Point (CARP). In the event of cloud cover the infiltrating team is not sure of actual position until breaking through the cloud cover, sometimes as low as 2000 ft AGL. At this point the team is committed to land whether at t he intended target or not. These types of infiltrations are not conducted or even practiced in the optimum conditions, which reduce the possibility of detection, clouds, rain, and snow. Instead they are done for the most part in clear skies. The science and technology effort in the area of applied research and experimental development being considered is on the order of $0.45M per year for one year. It should be noted that this is a market survey and not a pre-solicitation notice. A pre-solicitation notice will be published if a formal solicitation is generated. No awards will result from this market survey. Nothing shall be construed herein or through the market survey process to commit or obligate the U.S. Government to further action as a result of this market survey. Firms responding to this market survey sh all bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the U.S. Government and will not be returned to the submitter.
