The NATO Maintenance and Supply Agency (NAMSA) has been designated by the NATO Infrastructure Committee as the host nation for the implementation of Project 5HQ27019 âProvide ISO Containersâ which is part of the Capability Package for the NATO Deployable HQ Assets for Combined Joint Task Force (CJTF).The reference of the Invitation for this ICB to be issued is 5HQ27019 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the reference ICB-NAMSA-5HQ27019.
This project will provide the ISO containers required for the storage and transportation of the Deployable HQ assets. The quantity of containers required has been conservatively estimated, based on the expected volume of the material to be purchased in the nine associated projects for the development of HQ assets. There is an estimated requirement for 2.800 new or used 20-ft ISO containers meeting one of the following specifications:
20ft front-loading ISO containers, Size: 20x8x8.5 feet
20ft side-loading ISO containers, Size: 20x8x8.5 feet
20ft double-end loading ISO containers, Size: 20x8x8.5 feet
All containers shall be new or in a like-new condition, without any dents or distortion to their frame and shall have a new safety certificate in accordance with the international Container Safety Convention (CSC)
Standard front loading 20ft ISO containers will be used for storage and transportation to the maximum extent possible. The exact quantity of containers required of each type will depend on the actual requirement for storage space of the material being procured under the various projects.
The contract valued is estimated at 9 million euros or $10.5 million.
ELIGIBILITY
Firms interested in competitive bidding are only eligible to compete if they have been properly screened and have been licensed to execute NATO contracts.
Interested firms must be nominated by their National Authorities with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED.
In addition, potential bidders shall not be entitled to claim any financial or other compensation, or any reimbursement for the costs, expenses or damages they may have incurred in connection with the participation in this international competitive bidding process.

IMPORTANT DEADLINES
Final date for the U.S. Mission to NATO to submit a Declaration of Eligibility (nomination letter) on your behalf: 20 October 2005.
The invitation for Bids (IFB) is intended to be distributed to interested firms, contract type at different dates, but not before November 3rd, 2005.
The bidders will be allowed not less than 42 days to reply to the relevant ICB.
The bids to be received in response to the NAMSA IFBs mentioned above will be valid for a period of 180 days.
CERTIFICATION
THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. HOWEVER, ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT.
The contracting entity is the NATO Maintenance and Supply Agency (NAMSA) . Only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Mission to NATO, which will in turn provide the Declaration of Eligibility to the contracting entity.
