The Defense Logistics Agency Contracting Services Office-Battle Creek has a brand name requirement for 800 MHz Motorola Radios. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quote (RFQ) SP4707-12-Q-0065. Place of performance is Battle Creek, Michigan. Inspection, acceptance and F.O.B. are at destination, Battle Creek, Michigan.


This is a total small business set aside. The NAICS code used to determine business size is 334220 and the size standard is 750 employees. The single evaluation factor for award is lowest-price, technically acceptable. The resulting contract or order will be firm-fixed price.

This requirement is being offered on a brand name basis. In order to be considered technically acceptable, vendors must offer the product described below. Offerors shall provide a price for each contract line item number (CLIN) in their quote. Offers with quantities of less than requested or products with different specifications from those requested will be deemed technically unacceptable.

In accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements only Motorola radios will meet the requirements of the Government. The brand name Motorola is required to ensure the radios are compatible. The HDI Federal Center utilizes 800 MHz Motorola radios and to ensure that these work properly with the new radios, Motorola will be required. In addition, the local law enforcement, fire departments and emergency services also utilize this brand of radio. This will allow HDIFC EOC/ERT personnel continued access to the MPSCS that is necessary to ensure effective facility-wide communications with local, county, state and federal resources during an emergency. Per DOD Instruction 6055.17, the HDI Federal Center must stay uniform with the equipment local support uses. This is to ensure interconnectivity between the parties. Finally, the radios will receive programing from the State of Michigan. All of the templates have been created for programing this particular radio and to change the programming would incur an additional cost.
