The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1)(i) and FAR 12 to Cellular Tracking Technologies for wildlife tracking gear and remote data logging stations to monitor migratory bird species in support of the Saline Lakes IWAAs effort.

Cellular Tracking Technologies (CTT) is the only U.S. manufacturer of wildlife tracking receiver equipment small enough to put on target species (10g or lighter) and containing no external antenna and which also contains multiple mechanisms to remotely alter data collection schedules based on: location, pattern of motion (i.e. while flying), or based on activity (e.g. resting/sleeping). In addition, they are the only manufacturer of GPS/GSM tags that integrate with the international MOTUS tracking network and that operate on this network within the US. In addition, they are the only company producing GPS/GSM wildlife loggers with an integrated MOTUS receiver. There are no alternate companies that produce a GPS tracker that can be deployed on migratory birds and which also serves as a mobile receiving platform for MOTUS tagged animals.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. Other interested concerns having the ability to furnish these supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The Government anticipates award of a Firm-Fixed Price type contract. All firms must be registered in the System for Award Management (SAM) database at www.sam.gov.

This notice and any resulting contract or order conforms to the requirements in place through FAC 2022-06, effective 26 May 2022.
