The Social Security Administration (SSA) intends to negotiate solely with PDFTron Systems, Inc. for: 12 Months Maintenance on PDFTron PDFNet Core SDK Enterprise with HTML2PDF Add-on 1 (EA),
under the authority of FAR 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”.

This requirement is utilizing procedures in FAR Part 12 in conjunction with procedures in FAR Part 13. A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
