The NIH Library intends to procure on a sole source basis to Ovid Technologies, Inc., 100 River Ridge Drive, Norwood, MA, 02062, for electronic access to OVID ONLINE via the internet. Specifically, the contractor and the NIH Library plan to enter into a site license allowing electronic access to the Health Services Research Library for a specified number of concurrent users dependent upon the particular database for one year upon award of contract for the following (15) electronic journal titles, including maintenance and software fees: Ageline (4 Sim Users) AMED – Allied and Complementary Medicine Database (4 Sim Users) Books in Print w/ Publisher (4 Sim Users) Bowker Books in Print/Out of Print (4 Sim Users) Bowkers International Serials Database (Urlich’s) (4 Sim Users) CINAHL Nursing & Allied (8 Sim Users) EconLit (4 Sim Users) ERIC (4 Sim Users) Medline (1966-Date) (12 Sim Users) PsycARTICLES Loader (5 Sim Users) PsycINFO (Site) PsycINFO Loader (Site) Sociological Abstracts 1963-Date (4 Sim Users) Wilson Business Abstracts (4 Sim Users) Wilson Readers Guide Abstracts (4 Sim Users) Wilson Social Sciences Abstracts (4 Sim Users) PsycARTICLES (Site) Ovid User License (10 Sim Users) The period of performance or subscription will be from October 2004 – October 2005 or November 2004 – November 2005, dependent upon the particular title. Ovid Technologies, Inc. provides the only legal source for the Ovid Online database, a copyrighted work. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System code 511120 with a size standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product/service. All capability statements received within (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
