This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-1 other than full and open competition. The U.S. Department of Energy (DOE), Office of Energy Analysis (OEA, EI-30) in the Energy Information Administration (EIA), has a requirement to continue services and support with Informa UK LTD, and intends to award a sole source contract for a one-year online subscription services to support EIA Programs. Lloyd?s List Intelligence (LLI) is a wholly owned subsidiary of Informa Plc. LLI provides comprehensive marine information portal that is the world?s most complete provider of data on real time global seaborne crude oil exports, tanker movements, and background information associated with each voyage. Informa Agra provides subscriptions to World Ethanol and Biofuels Report, a source for comprehensive biofuels statistics. The potential period of performance for this contract is July 23, 2014 through July 22, 2015. In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within ten (10) calendar days of publication of this notice.
