This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a Request for Proposals (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. This solicitation (AG-3K06-S-07-0004) is hereby issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. B. ADDITIONAL PRICING INFORMATION
0001 Special Shipping/Handling Charge
There may be occasions in which special shipping and handling charges for overnight express shipments and shipments requiring special shipping containers may be authorized by NAL for a specific order. The Contractor shall prepay the special shipping and handling charges and identify the charge as a separate line item on the invoice for that order, using the rates in section I.A.

Procedures for non-acceptance of nonconforming services:
In accordance with FAR 46.407 NONCONFORMING SUPPLIES OR SERVICES and 52.246-4, INSPECTION OF SERVICES ? FIXED PRICE, the CO/COR/ALTERNATE will give the Contractor an opportunity to correct nonconforming services, when it can not be accomplished within the appropriate schedule. Correction will be without additional cost to the Government. In situations where correction is not able to be made, the CO must reject those services which have been determined to be otherwise incomplete. Adjustments to contract prices will be made on a case-by-case basis when services have not been accepted and correction does not occur. The Contractor will be notified by the CO/COR/Alternate when services have not been accepted in accordance with Inspection and Acceptance, above.

2. Shipping Method
All shipments shall be ?F.O.B. Destination? and from the Contractor?s Central Office. The Contractor shall provide shipment by way of the most economical method of delivery by the due date identified in each order.
3. Delivery of Material/Services
Delivery schedules will be negotiated by the authorized ordering official at the time the order is placed. Orders shall be delivered between the hours of 8:00 am. and 4:30 pm., Monday through Friday, except holidays, and/or as specified in the order.
F. CONTRACT ADMINISTRATION
The Contracting Officer is the only person authorized to approve any changes in the scope of work of this contract. The authority remains solely with the Contracting Officer. In the event the Contractor effects any changes at the direction of any person other than the Contracting Officer, the changes will be considered to have been made WITHOUT authority and NO adjustment will be made in the contract price to cover any INCREASE incurred as a result thereof.
