The NIH Library intends to procure on a sole source basis to Thomson MICROMEDEX, 6200 S. Syracuse Way, Suite 300, Greenwood Village, Colorado 80111, for electronic access to MICROMEDEX Healthcare Series Database (Internet Access). Specifically, the contractor and the NIH Library plan to enter into a license agreement for electronic access to the MICROMEDEX database, which includes: DRUGDEX System, POISONDEX System, DISEASEDEX Emergency Medicine, Martindale, TOMES System, REPRORISK System, MSDS, DRUG-REAX System, CareNotes System, AltMedDex, RPS Herbal Medicine, PDR, Index Nominum, AltCareDex, and AltMed-Reax. The period of performance or subscription will be from July 1, 2004 to June 30, 2005. MICROMEDEX’s Healthcare Series database serves as a propriety interface and was developed by MICROMEDEX, which holds exclusive rights to this database. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System code (511120) with a size standard of (500 employees). This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product/service. All capability statements received within (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
