The Information Technology, E-Commerce, and Commercial Contracting Center, Fort Huachuca, Arizona will issue a Purchase Order to The Foundation of Critical Thinking for the rights to Intellectual Property in support of the Intelligence Center at Ft Huachuca AZ. The Foundation for Critical Thinking/licensor will grant to the U.S. Army/licensor broad non-exclusive permissions to use of copyrighted material as detailed in the Army Field Manual focused on the concept of critical thinking, the elements of reasoning, intellectual standards and intellectual traits. This requirement will be conducted as Other Than Full and Open Competition. Per Federal Acquisition Regulation, requirements that are Other Than Full and Open Competition are required to be publicized on a Government Point of Entry.
