The U.S. Geological Survey, Central Region Geographic Information Office has an opportunity to acquire high-resolution orthorectified imagery which the State of Arkansas has agreed to share this data at approximately 28% of the total cost which is a substantial cost saving for the government. Imagery is for urban areas of interest in Sebastian, Miller, Garland and Saline County Arkansas covering a geographic extent of approximately 235 7.5-minute USGS topographic quadrangles (approximately 2406 square miles) encompassing Sebastian, Miller, Garland and Saline Counties. The USGS is reacting to a Department of Homeland Security request for current, high-resolution orthorectified images to support Homeland Security. A requirement of the imagery is that it be less than two years old and be public domain, 1-foot deliverable product, True Natural Color with horizontal accuracy that meets or exceeds 6 meters at a 95% confidence level; NAD 83 Datum; Arkansas State Plan Coordinate System North Projection; Geotiff with accompanying world (TWF) file; USGS high-resolution DOQQ requirement. The imagery will be utilized at the Federal level for homeland security purposes, emergency preparedness and response, natural resource studies, planning and economic development, and agricultural census. Imagery will be collected during the spring of 2006 and shall be delivered within sixty (60) days from the ASLIB delivery date. The anticipated delivery date is December 31, 2006. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers this requirement specified as a sole source from Arkansas State Land Information Board (ASLIB), 124 West Capital, Suite 200, Little Rock, AR 72201 and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required digital orthoimagery or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement.
