The U.S. General Services Administration?s Federal Technology Service intends to issue a Sole Source to Elsevier, Inc. Science Direct, under the authority of FAR 6.302-1, Only One Responsible Source. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-08. BILL OF MATERIAL A. Scope of Contract: The purpose of this Request for Proposal is to acquire access to Elsevier Encyclopedias as requested by the customer for Solicitation Number 4THO75077005. The contractor shall perform the following tasks: 1. Acquire access to the encyclopedias as indicated: 2. Deliver access to the following publications: a. Encyclopedia of Analytical Science (2005) b. Encyclopedia of Social Measurement (2005) c. Encyclopedia of Biological Chemistry (2004) d. Encyclopedia of Immunology (1998) e. Encyclopedia of Separation Science (2000) f. Encyclopedia of Spectroscopy and Spectrometry (2000) g. International Encyclopedia of the Social & Behavioral Sciences (2001) h. Meyler?s Side Effects of Drugs 52.212-1 Instructions to Offerors-Commercial (JAN 2005). The offeror must complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201); FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The proposed contract action is to acquire access to Encyclopedias that contain information related to chemistry, analytics, immunology spectroscopy, and the behavioral sciences published by Elsevier and made available through the Science Direct Platform and for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This request is not a notice for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement.
