8. DESCRIPTION: The Fleet & Industrial Supply Center, Puget Sound (FISCPS) is soliciting for publishing a "civilian enterprise" newspaper in support of Naval Station Everett. Procurement will be in accordance with DOD Instruction 5120.4 dated 16 June 1997. The newspaper is an authorized publication containing advertising prepared and published under contract. The right to circulate the advertising in the publication is the only contractual consideration to pay for the publication. Contractor will be required to provide 3500 newspapers each week. Place of delivery is Naval Station Everett, Everett, WA. For a base period of performance from 1 Sept 02 through 31 Aug 04, with the possibility of two, two-year option periods. When issued, the RFQ will be posted on the Navy Electronic commerce Online (NECO) web link www.neco.navy.mil. All offerors shall check the website periodically for the posting of the solicitation. Please do not call with questions regarding the posting of the solicitation on NECO until after the posting date, 25 July 2002. It is anticipated that the RFQ will be issued on or about 25 July 2002, with offers due on or about 14 August 2002. All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFQ from this website (WinZIP is required) and to frequently monitor that site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to [email protected] will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted solicitations or quotes and associated amendments prior to the date and time set for receipt of proposals or quotes may render your proposal or quote non-responsive and result in the rejection of same. All responsible sources may submit a bid, proposal or quotation which shall be considered by FISCPS.
