This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This is a sole source requirement IAW FAR 6.302-1. This RQF has the following line item(s): Line Item 0001: AFRL-wide electronic access to subscribed Elsevier journals using the Science Direct On-site (SDOS) platform, Line Item 0002: AFRL-wide electronic access to subscribed Elsevier journals using the Science Direct On-line (SDOL) platform and Line Item 0003: Freedom Plan with unlimited access to Elsevier journals. Proposals must price each line item listed above. Ship to: Air Force Research Laboratory (AFRL/DII), 1981 Monahan Way, Bldg 12, Wright-Patterson AFB, OH 45433-5209. FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.22-1, 52.212-3 and 52.212-2(a).
