The NIH Library intends to procure on a sole source basis to American Association for Cancer Research, 615 Chestnut St., 17th Floor, Philadelphia, PA, 19106, for electronic access to their 5-Journal Suite. Specifically, the contractor and the NIH Library plan to enter into a site license agreement for electronic access to the following titles: Cancer Research, Clinical Cancer Research, Molecular Cancer Therapeutics, Molecular Cancer Research, and Cancer Epidemiology Biomarkers & Prevention. The license includes 4 print 5 Journal Suites (3 for NIH and 1 for NCI Frederick Site). The period of performance or subscription will be from January 1, 2005 to December 31, 2005. American Association for Cancer Research provides the only legal source for internet access to these journal titles, which are copyrighted works. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System code 511120 with a size standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product/service. All capability statements received within (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
