**The purpose of AMENDMENT A00002 is to revise Section C to provide the missing tank dimension for Lummi – Tribal Water System 2.  Please review Amendment A00002 attached.**

**The purpose of AMENDMENT A00001 is to (1) answer questions 1-6 regarding the solicitation; (2) revise Section B; (3) revise Section C; and (4) revise Section J attachment J01.  Please review the attachments.**

See attached SOLICITATION 75H70120Q00025 Water Storage Tank Inspection/Cleaning Services in Western/Central WA & OR, in support of the Indian Health Service (IHS). Detailed instructions to offerors, a full scope of work, plans and specifications and applicable Service Contract Act Wage Determination are included in the solicitation documents attached; please REVIEW ALL ATTACHMENTS to this notice.  This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 238990 - All Other Specialty Trade Contractors.  The associated size standard for this procurement is $16.5 million.

 

SCOPE OF WORK: See Section C of the attached solicitation. This project shall provide inspection and cleaning of eighteen (18) potable water storage tanks located on eight (8) tribal reservations across western/central Washington and Oregon. A comprehensive evaluation of the interior and exterior of the tanks and a complete cleaning shall be performed for each tank. Also a written inspection report shall be provided for each tank with photographs and a detailed description of all conditions/deficiencies discovered during the inspection.

 

LOCATION OF PROJECT:  Various. See solicitation Section C, Statement of Work (SOW).

 

PERIOD OF PERFORMANCE:  The contract Period of Performance is 90 calendar days from date of award.

 

SITE VISIT:  An organized site visit is not planned.

 

CONTRACT TYPE:  The Indian Health Service intends to award a Firm Fixed Price (FFP) service contract in support of this requirement.

This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 13 procedures with Lowest Price Technically Acceptable evaluation criteria.  The Government will evaluate offers based on the evaluation factors described in Sections L and M of the solicitation.

DUE DATE: Proposal packages are due by May 6, 2020 no later than 2:00pm PDT.  Proposal packages shall be sent via email to [email protected] and shall contain the information required by the solicitation.

QUESTIONS: Offerors shall submit all questions concerning this solicitation in writing to the Contract Specialist, Toby Hayden, at [email protected]Questions should be received no later than 10 days prior to proposal due date to allow time for a response.
