The kit must include a plastic bag with tie and a preprinted freight prepaid return shipping label. A bulletin shall be issued to all state and county offices, instructing them to NOT ship less than four cartridges per shipment. Cartridges will be either banded together, or placed in a single box for shipment. Our customers will be instructed that the labels are good for shipping only four cartridges per shipment.
