SCOPE OF WORK: The contractor is to furnish labor, materials and associated reqirmentd good to produce High resolution satellite imagery data for the Hiawatha Project Area. Background and Purpose: This project involves acquiring high-resolution satellite-imagery data collection. Provide imagery data with sufficient pixel resolution to map human activities associated with energy extraction and reclamation. The project area arises from a proposal by Questar Exploration & Production Company, Wexpro Company, and other natural gas development companies to further develop natural gas resources within the existing Canyon Creek, Trail and Kinney natural gas fields (also known as the Vermillion Basin area) in Sweetwater County, Wyoming, and the East and West Hiawatha/Sugarloaf Fields in Moffat County, Colorado. The BLM will be preparing an Environmental Impact Statement for the Hiawatha Project and plans on using the imagery as baseline for quantifying and assessing future activities. Medium-resolution data, such as LANDSAT, have proved their utility for mapping large geographic areas, but the level of detail that one can extract from them for site-specific applications is somewhat limited. For such applications, aerial photographs are often used, however, expense has somewhat limited their use for repeat applications. The purpose of this scope of work is to procure high-resolution satellite-imagery.. Requires a satellite system that provides imagery data with sufficient pixel resolution to meet technical requirements of the studies mentioned in the previous paragraph. Requirements: " Imagery-data acquisition will occur between May 28 through July 15, 2007, the period of optimal vegetative vigor. " Maximum Cloud-cover specification will be less than 20 percent for all data. " Radiometric and sensor corrections shall be applied to the imagery data. " Refined data will be Digital DOQQs from satellite imagery at 60cm resolution. " Imagery data will be projected using Universal Transverse Mercator (UTM) coordinates with the NAD83 datum, Zone 12. " Delivered imagery-data format will be GeoTiff 1.0 and compatible with ERDAS Imagine image processing software. " Delivered imagery-data will include a license for unlimited distribution to civil agencies.
