NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Cryptologic Systems Group (CPSG) intends to award on a sole source basis, a Firm Fixed Price contract for the procurement of the WHISPER 900 to the Original Equipment Manufacturer (OEM), DTECH LABS INC, 22876 Shaw Road, Sterling VA 20166. The proposed acquisition will be for the procurement of 26 each, WHISPER 900, P/N Custom CB070426 is a secure voice system for VIPSAM. The following components are to be included: (1) 26 each, FXS Port Splitter; (2) 26 each, P/N TSP-WSP900-APX24; (3) WHISPER900 Technical Support Program 1w/AR; (4) 6 each, P/N SIPFTE4B, WHISPER900 Quad Port T1 Card; (5) 6 each, P/N SIPFA4B, WHISPER900 Interface Module: 4-Port FXS; (6) 1 each, Training/Installation-Technician; (7) 6 each, P/N TSP-WSP900-APX8, WHISPER900 Technical Support Program 1 w/AR; (8) 3 each, P/N EXW2-WSP900-APX24, WHISPER900 YR2 Extended Warranty Package; (9) 4 each, P/N EXW2-WSP900-APX8, WHISPER900 YR2 Extended Warranty Package; (10) 7 each, P/N SW-SIPH323-UPG-900, WHISPER900 SIP/H.323 Extended Software Upgrade. The Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by September 2007. No technical data/drawings/technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the buyer within 15 days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are a U.S. or foreign owned. See note 22.
