Unigraphic Software to support National Air and Space Intelligence Center (NASIC) at Wright Patterson AF Base, Dayton ohio.BRAND NAME JUSTIFICATION Contracting Activity: ASC/PKWIE Purchase Request Number: F4FTAK6233A100 Authority: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c) and FAR 11.105 I. Description of Action This requirement is for the acquisition of one Unigraphics (UGS) Advanced Designer Bundle and NX Runtime licenses as well as maintenance support for the National Air and Space Intelligence Center (NASIC). Estimated total cost of the requirement is $25,252.00; estimate was provided in Counter Trade Products, Inc., quote ?NASIC/SCXA.? The Government intends to award a firm-fixed price contract to Counter Trade Products Inc., 7585 W. 66th Avenue, Arvada CO 80003. II. Description of Supply/Service The UGS software licenses and annual support as described in paragraph 1. The Center?s Applied Systems Intelligence Division (NASIC/SMA) has a requirement to enhance its Unigraphics Computer Aided Design (CAD)/Computer Aided Engineering (CAE) process. The software is used to support the implementation and integration of imagery exploitation methods and processes. It supports Science and Technology imagery exploitation, facilitating image analysis. The end user of the requested software provides corporate wide support for Unigraphics NX engineering. The software is also used to provide custom tailored digital image products. This software will be used by an Applied Systems Intelligence Division senior analyst at NASIC in support of Global War on Terror (GWOT) and homeland security missions to provide highly sensitive signals analysis as directed by SecAF to support multiple Air Force special access programs as well as evaluate foreign systems of military value. NASIC users are already knowledgeable in using this software which is important to providing timely intelligence products. The new software will contribute to eliminating current bottlenecks in image processing and analysis. Its essential/salient features are: 1. Use CAD/CAE analyses (e.g. signals, thermal, etc.) to determine characteristics and performance of foreign threat systems. 2. Provide 3-D mesh models to various government-off-the-shelf (GOTS) analysis tools. 3. Provide a site-wide collaboration environment for 3-D geometry analysis models. 4. Enable access to custom applications for CAD/CAE workstations not connected to the licensed server. III. Applicability of Authority The National Air and Space Intelligence Center (NASIC) requires the additional UGS software licenses and support. It is the only known software able to satisfy NASIC?s requirement. The Applied Systems Intelligence Division provides analytic intelligence support to on-going GWOT operations. In order to successfully accomplish this mission, this division requires the purchase of the indicated software. Without this software the indicated division will unacceptably constrained in meeting NASIC commander direction to provide intelligence production to meet the growing tasking for combat operations. IV. Market Research SCXA management, acquisition representatives, and users are constantly monitoring the business market to ensure knowledge of other, less expensive, technically superior, or more readily responsive vendors on software similar to UGS software products. We will continue to attend trade shows and conferences, review publications and talk with other users in order to remove barriers when future acquisitions are required. As the Center identifies new requirements, we will make every effort to compete new purchases. V. Efforts to Obtain Competition Proposed contract action may be synopsized, and a copy of this brand name justification will be included in the synopsis as required. VI.
