This is a notice of intent to negotiate with FLIR Systems Inc., 16 Esquire Rd, North Billerica MA 01862-2500, on an other than full and open competitive basis for software upgrades to the Therma CAM RTools Radiometric Software Suite. The upgraded software will support Atlantic Test Range Patuxent River Infrared Signature Measurement (PRISM) System at the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. Award is anticipated on or before May 5, 2006 with two upgrade releases at 3 and 6 months after receipt of order. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements as FLIR owns the proprietary data to this software suite.
