The Social Security Administration (SSA) intends to negotiate solely with the Microsoft Corporation (MCS), 5335 Wisconsin Avenue, Washington, DC 20015 to acquire on-site Microsoft support services that will focus on: 1)planning and implementation support—provide direct access to MCS consultants for product developers and source code as defined in the Microsoft Source Code license and to facilitate SSA staff with effective planning, architecting, testing, and implementing current and future releases of Microsoft products; 2)infrastructure support—provide direct access to Microsoft Consultants and Product Experts to facilitate SSA staff with effective implementation of Microsoft infrastructure products and technologies; 3) engineering support for security vulnerabilities—provide direct access to Microsoft Consultants and Product Experts to facilitate SSA staff with managing and maintaining secure access and availability of Microsoft products and infrastructure; 4)engineering support for application development—provide direct access to Microsoft Consultants and Product Experts to facilitate SSA staff with application development efforts based on Microsoft products, technologies and development tools; 5)overall strategy support and task coordination—provide direct access to Senior Microsoft Consultants who will work with SSA Managers to assess SSA strategic and operational plans and provide feedback and recommendations on alignment with Microsoft current and future product and technology directions. Provide overall strategic coordination of task activities; and 6)Alliance Support—provide recommendations as they relate to specific architectural, administration and environmental management solutions, and an approach to provide knowledge transfer and technical training to SSA staffs charged with management and operation of SMS versions 2.0, and 2003 and MOM 2005. The current contract with the Microsoft Corporation expires on January 1, 2007. SSA plans to award a replacement Indefinite-Quantity Indefinite-Delivery contract with a base year and four-one year options. Microsoft Corporation is the only known source capable of providing the required support services with access to Microsoft’s software code. Other firms possessing the technical expertise are invited to submit support documentation, e.g. proof of access to Microsoft’s software code, past performance, pricing information (GSA Schedule contract), etc. by July 27, 2006. The size limitation for email attachments is five megabytes per individual email message. Responses to this notice should refer to MICROSOFTCS0706. Award is anticipated sometime during the October—December, 2006 timeframe. This is not a request for proposal and oral communications are not acceptable. Requests for copies of a solicitation in response hereto will not be honored or acknowledged. The Government will not pay for information submitted in response to this publication. Numbered Note 22.
