The Social Security Administration (SSA) intends to negotiate solely with Pitney Bowes, 2200 Western Court, Suite 100, Lisle, IL, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1) as the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available. Finalist software is a Coding Accuracy Support System certified application that prepares addresses for USPS handling. It is used to verify, standardize, and correct address elements on notices that SSA mails to the public. The vendor (Pitney Bowes) owns all proprietary rights to the software's source code and is the only responsible sole source for maintenance and software license upgrades; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed price purchase order for the maintenance performance period of December 2004 through November 2005. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, experience, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of the evaluation of information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures. Responses to this notice should be submitted by December 19, 2004. Requests for copies of a solicitation will not be honored or acknowledged. Oral communications are not acceptable.
