Naval Air Systems Command (NAVAIR) Orlando Training Systems Division intends to award a sole source Firm Fixed Price (FFP) Purchase Order to MaK Technologies, Inc with an Estimated Award date of 10 April 2007 for RTI Std. License - upgrade for all Virtual Environment for Submarine (VESUB) and Submarine Piloting and Navigation (SPAN) training devices – MaK RTI (Run-Time Infrastructure) standard license for High Level Architecture (HLA) compliant simulations (HLA 1.3 and IEEE 1516), and includes two (2) upgrades for all devices under this license agreement to be used at any time – part number: RTI-TRL; 1st year RTI Std. License Maintenance service, part number: RTI-TRL-MN; and 2nd year RTI Std. License Maintenance service, part number: TRI-TRL-MN.This sole source award is based on FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” MaK Technologies is the developer and sole distributor of the RTI software thus having exclusive ownership rights to the required license. This license upgrade is needed to support simulator systems that already use the RTI Std. Software. This notice is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and technical capability statement in response to this notice. NAVAIR Orlando Contracts shall consider all responses. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
