THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
USCENTCOM, 7115 S. Boundary Blvd, MacDill AFB, FL 33621-5101, requires maintenance support for ArcView software supporting J2, J3 and J5. ArcView is the industry standard for mapping support and is currently in use at USCENTCOM. ArcView provides the user with capability to review and update mapping data for the Command. The 6th Contracting Squadron intends to make an award to ESRI 380 New York St., Redlands, CA 923732-8100. ESRI is the exclusive distributor of the ArcView software support required by USCENTCOM. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read:
22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
V. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
ArcView is the industry standard for mapping support and is currently in use at USCENTCOM. ArcView provides the user with capability to review and update mapping data for the Command and has been the only software that has met or exceeded all required standards for USCENTCOM. ArcView is compatible with USCENTCOM SIPR network and the personnel are trained and familiar with this tool. Extensive market research has been conducted for this requirement. A soruces sought notice was posted on 31 July 2007 Solicitation number F2VV67183AQ03. Also posted on GSA E-Buy 07/23/2007 RFQ219532 to ten vendors on GSA. ESRI, as owner and manufacturer, is the sole-source provider of software maintenance (annual renewal of technical support plus ESRI software updates/upgrades) for ArcView. Mapinfo Professional software is another program and it is $1,382.70 per user. USCENTCOM needs 21 users which would be $29,036.70 for a new program which is more then the renewal, not including the traning.
