The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1 with Red Rapids Inc, 797 N Grove Rd Ste 101, Richardson TX 75081 for 1 Signal Recorder/Playback Cube. This multiband signal recorder/playback uses low cost software defined radio technology already deployed in a wide range of communication applications and includes a high performance Pentium based host computer running Linux OS with PCI transceiver card and a suite of interface software. Though this notice of intent is not a request for competitive quotations, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334220. SOLE SOURCE JUSTIFICATION: AFRL requires this item to construct an in-house validation facility to support ongoing research efforts. None of the recorder/playback units reviewed equaled the proposed sole source offering in terms of performance, small size, included features, and relatively low cost. To use another company?s item would result in a loss of test capability; other offerings are not as capable or portable at the same cost. The radio is only manufactured and distributed by Red Rapids.
