The National Oceanic and Atmospheric Administration, National Severe Storms Laboratory (NSSL), proposes to negotiate on a sole source basis with Sigmet Radar Data Systems, Westford, MA, for upgrading the NSSL Sigmet RVP8 weather radar/antenna control processor. The primary goal of the upgrade is to give the RVP8 dual polarization capabilities. The upgraded capability is necessary in order for NSSL to conduct its scientific work on an operational platform identical to that utilized by the National Weather Service in order to accelerate the transfer of new science and technology to the operational systems. The upgrade components are proprietary to the Sigmet RVP8 architecture and available from no other source. *** This procurement is being conducted under the authority of FAR Part 13.1, Simplified Acquisition Procedures (NTE $100K). No solicitation is planned. Any responses to this notice will be evaluated solely to determine whether or not it is in the Government's best interest to conduct a competitive procurement.
