NASA/LaRC plans to issue a Request for Quotation (RFQ) for the following SEER Software: SEER-SEM Annual Site License Renewal for up to 10 NASA Centers SEER-SSM Annual Site License Renewal for up to 10 NASA Centers SEER-H Annual Site License Renewal for up to 10 NASA Centers Jump Starts (quantity 5 each) Option Years (quantity 4 years) for the above software license renewals and Jump Starts. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Galorath, Incorporated. This cost estimation software has been in use by the Independent Program Assessment Office at all NASA locations for two years and is currently being used for many short-term and long-term projects. This is proprietary software developed by Galorath, Incorporated. The statutory authority for other than full and open competition is 10 USC 2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. local time on March 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
