[BASIC STATEMENT OF REQUIREMENT]NASA/DFRC has a requirement for qty 5 Omega Data Environment Floating Cleint DesktopPerpetual Software.[SPECIFICATIONS]The specifications are:(1) Qty 5: Omega Data Environment Floating Desktop Client Software Licenses Perpetual[SOLE SOURCE EXPLANATION]NASA/DFRC intends to purchase the above items from Wyle Telemetry Data Systems. The OmegaData Environment Desktop Client Software is proprietary to Wyle. This software isadditional licenses to software that we already have here and use here at Dryden. TheODE software is integral to this vendors telemetry and analysis platform and is the onlyqualified platform to plug & play with the rest of the network centric airborne dataacquisition system. [FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon November 19, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
