NOTICE OF INTENT TO SYNOPSIS: The United States Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), intends to award a sole source purchase order to Bloomberg Finance LP under FAR Part 13, Simplified Acquisition Procedures, and pursuant to FAR 6.302-1 under the North American Industry Classification System (NAICS) code 519130. The agency will subscribe to the Bloomberg Data License Security Master, Pricing,-End of Day, and EVAL Pricing Data for GSAC and Mtge categories. This is purchased as an upgrade to existing Bloomberg Anywhere Licenses. The licenses are proprietary to Bloomberg Finance LP and Bloomberg does not utilize resellers for their subscription services. Based on the unique qualifications of Bloomberg Finance LP, per the attached Justification for Other Than Full and Open Competition, it is in the Governments best interest to enter into a sole source agreement to obtain the licenses from Bloomberg Finance LP. The order will be administered for a base of 7 months, plus a single option for one year. This is a sole source procurement under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
