This synopsis, and applicable amendments, is posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On-Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. In accord with FAR 6.302-1, the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to solicit Real-Time Innovations, Inc. located at 3975 Freedom Circle 6th floor, Santa Clara CA 95054-1242, on a sole source basis, for a five-user development package of Network Data Distribution Service (NDDS) comprised of the following: (1) 5 User Development Package, permanent Solaris2.9/UltraSPARC, gcc3.3/ sparcSol2.9gcc3.3, part number 33061-02-229-530. (2) 5 User Package: Annual Support and Maintenance for Solaris2.9/UltraSPARC, gcc3.3/sparcSol2.9gcc3.3, NDDS 4.0, part number 33061-03-229-530. (3) NDDS 4.0 & 3.0 Target Platform Permanent, LynxOS 4.0 gcc3.2.2 / ppc74xxLynx4.0.0gcc3.2.2 & libraries for 4.0 for 75x/604, part number 33002-02-440-533. (4) NDDS 4.0 and 3.0 Target Platform Annual Support, LynxOS 4.0 gcc3.2 / ppc74xxLynx4.0.0gcc3.2 and libraries for 4.0 for 75x/604, part number 33002-03-440-533. (5) NDDS 4.0 & 3.0 Host Platform Permanent, Linux RedHat 9.0, ! gcc 3.2 / i86Linux2.4gcc3.2.2, part number 33001-02-390-531. The requirement is sole source because the NDDS product is the only one that the Navy Shipboard Gridlock System with Automatic Correlation (SGS/AC) can use to maintain “over-the-wire” compatibility with existing host combat system. RTI is the only company that produces and supports the NDDS product. Use of another software product would require software re-design that would far exceed the price of the required software and result in schedule slippage. The Government will consider offers, from all responsible, small US business sources, which evidence ability to provide software, data, software training, and software maintenance with the same or equal features, benefits, quality, and reliability of the proprietary commercial off-the-shelf products and commercial services identified above. Award will be subject to Simplified Acquisition Procedures, in accordance with FAR 13, and procedures for acquisition of commercial items, in accordance with FAR Part 12. This requirement is set-aside for small US (owned and operated) businesses. Successful offeror will be required to complete and submit “Representations and Certifications – Commercial Items” at FAR 52.213-3 and DFAR 252.212-7000 and shall be registered in the Central Contractor Registration database.
