This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. Solicitation number 5TC5704D184 is being issued as a request for proposals (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for Navaigational Database Program Maintenance as follows: Electronic Navigation Database (NavDB) - NavDB Program Updates “The Honeywell Flight Management Computer (FMC) is an avionics system installed on the C130J Aircraft. This FMC uses electronic navigation data (NavDB) in computations that provide automatic guidance for the aircraft and electronic map displays for the flight master library of ARINC 424 navigation source data every 28 days. This requirement is for ASC C130J, WPAFB. OH. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This contract will be processed utilizing GSA FTS electronic ordering system (ITSS) and contractors must be registered to be able to submit a proposal.
