DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to MSC Software Corporation, 2 McArthur Place, Santa Ana, CA 92707. This acquisition is unrestricted. The NAICS code is 511210.
The following items will be procured: MSC 1004 Nastran Standard; 1033 Nastran for Windows Aeroelasticity I; 1034 Nastran for Windows Aeroelasticity II; 0501 MSC Patran; 0581 MSC Patran IGES Access; 0722 MSC Patran MSC Nastran Preference; 2527 FlightLoads.
This software has a unique flutter analysis capability that allows engineers to calculate the flutter and divergence speeds of aircraft and aircraft modifications, as well as, to determine the stresses and frequency/mode shapes of the structure. The software provides the ability to perform this analysis in-house when required. This acquisition is to upgrade and provide technical support for MSC software.
Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is Jul 13, 2005. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, July 11, 2005. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 10 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
