Synopsis for Market Research… CMS has proposed the creation of a common appeals system, the Medicare Appeals System (MAS), to support new appeals processes for traditional Medicare Fee-for-Service (FFS) as well as for Managed Care (MC). The MAS Business Case Analysis (BCA) led to a recommendation to provide a centralized application by integrating single or multiple COTS and/or GOTS products through minimal development of custom code. It is anticipated that the functionality that would be supplied by the COTS or GOTS product(s) would include case management, workflow management, and data analysis. CMS understands the key to implementing a COTS (or GOTS) based solution is flexible, negotiable requirements. The purpose of this market research is to capture candidate COTS and GOTS capabilities using a structured process, and to refine MAS requirements to be in-line with best government and commercial practices. The following system types may be candidates for MAS integration: · Document Imaging · Case management (medical and legal) · Records management (medical and legal) · Digital/electronic signature · Workflow management · Docketing · Data analysis · Report writers CMS developed a web-based questionnaire to quickly review and assess COTS and GOTS capabilities.
