Hanscom AFB intends to award a sole source contract to Thermo Electron North America LLC, West Palm Bach, FL, under statutory authority 10 U.S.C. 2304(c)(1), set forth in FAR 6.302-1(a)(2), titled, "Only one responsible source and no other supplies or services will satisfy agency requirements." This serves as a "Notice of Intent" to issue a purchase order under the Simplified Acquisition Procedures (FAR Part 13), to Thermo Electron North America on a Sole Source basis to purchase a Fourier Transform Infrared (FTIR) Spectrometer MAGNA 760 upgrade. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular Fac 2005-14, Effective 22 Nov 2006. The Government intends to award a contract for the following line items: (0001) Standard OMNIC 7 software upgrade (0002) Driver and Help for OMNIC upgrade (0003) MAGNA 760 Beamsplitter Si (0004) Polyethylene Window NEX Detector (0005) PCB MAGNA ANTR PCI Interface FOB: DESTINATION. Inspection and Acceptance: DESTINATION. To maintain consistency and reduce risk to existing program requirements, this requirement is determined to be available from only one source because of the unique features and proprietary nature of the system manufactured explicitly for this particular FTIR from Thermo Electron North America LLC. The requirement is needed to upgrade software/hardware for use of the existing (FTIR) Spectrometer making it compatible with Windows XP. It is used to perform fundamental research on optoelectric devices and will require measurements of new wavelengths designed to operate the system with greater capability on Windows-based computers. The original hardware and software license software is a proprietary source code from Thermo Electron Corporation. No formal requests will be issued for this procurement.
