Notice of Intent: Mission and Installation Contracting Command, Fort Belvoir, VA intends to issue a sole source award to KnowledgeAdvisors, located at 222 SOUTH RIVERSIDE PLAZA, SUITE 2050, Chicago, IL 60606, for Metrics that Matter software annual license renewal. KnowledgeAdvisors provided the software originally, and retains the rights to the copyrights associated with the software, to the Defense Acquisition University (DAU) and has the materials required and the knowledge that would provide the necessary software support. The action is being processed in accordance with FAR 6.302-1 only one responsible source, and solicited in accordance with FAR 13, Simplified Acquisition Procedures, as the Government believes that there is only one responsible source and no other service will satisfy the agency's requirement. A justification for other than full and open competition has been prepared in support of this acquisition, and market research has revealed that the contractor is the exclusive provider of the Metrics that Matter software, MICC Fort Belvoir intends to procure the attached items as required to fulfill the mission and need of the DAU. The North American Industrial Classification System (NAICS) code is 511210 for this requisition. Knowledge Advisor is considered a large business. This is not a request for competitive proposals. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed action is solely within the discretion of the Government.
