NOTICE OF INTENT TO SOLE SOURCE AND BRAND NAME JUSTIFICATION
In accordance with FAR 6.302-1(b)(1)(ii), the Federal Systems Integration and Management Center (FEDSIM) announce its intentions to award a sole source award under the Commercial Simplified Acquisition Procedures (SAP) with Navini Networks, 2240 Campbell Creek Boulevard, Richardson, Texas, 75082-4432. [email protected]. THIS IS NOT A SOLICITATION OR A REQUEST FOR OFFERS. This is a Notice of Intent.
Brand Name Justification-This procurement will also be awarded in accordance with FAR authority FAR 6.302-1.
Reason for citing authority:
US Agency for International Development (USAID) is working on the Colombia project to improve Internet and voice communication among rural isolated areas in Colombia using WiMax and Voice over IP (VoIP) technologies. USAID is implementing this technology for a total of 17 Departments in the Colombia region, and this procurement is for the final 3. A Navini Networks was chosen by USAID to implement the WiMax and VoIP setup. For the remaining 3 Departments to communicate effectively within the WiMax setup, the same Management Software Operating system and configured hardware must be used. If another carrier were to be used, these units would be frozen out of the system. WiMax technologies cannot be handed off between carriers. Signals, Data Transmissions and phone calls would be dropped as signals would not pass over. By using another carrier, a second Management Software Operating system with specific base stations would need to be implemented within the WiMax configuration. Navini Networks has been identified as the only one responsible source to satisfy this require.

A determination not to compete this requirement is within the discretion of the Government. This notice may represent the only official notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
