The United States Military Academy (USMA) at West Point NY is seeking 8(a), HubZone and SDVOSBs capable of providing the below services:
1. Scope. This Statement of Work (SOW) establishes deliverables and requirements for concept design, data collection specifications, and SCORM Data Collection Specifications to support development of an Instructional Data Management System (IDMS).
2. Background.
2.1 As a large part of the Army Center of Excellence for the Professional Military Ethic (ACPME) mission is research, we strive to collect as much performance data as possible from our interactive training products to combine with data from surveys, interviews, and observations to best inform Army leadership on trends in moral development. Online Learning Management Systems (LMS) do a good job of collecting student performance data for purposes of student records and completion data, but are unable to track and collect data at the page or user decision level. We require a system which will accept data from SCORM 2004 conformant courseware and store it in a repository so that it can be queried in combination with research data from other sources as listed above. The system must be reliable, redundant, and robust and employ an interface which is intuitive to non-research as well as research personnel.
2.2 This contract effort encompasses the design of the IDMS. Deliverables will include illustrations and reports describing the concept, a clear set of standards for the functional requirements the IDMS must include, and detailed SCORM data model elements for inclusion in future statements of work for interactive courseware product development.
3. Deliverables.

3.3 SCORM Data Collection Specifications. These specifications will document exactly what SCORM functions must be included in each ACPME Interactive Courseware SCORM package in order for the courseware to push data sets in the required format for dissemination by the IDMS.
4. Period of Performance. 6 months from date of award.
5. Location of work. Work will be performed at the vendors place of work.
6. Travel. Six 2-day trips to West Point, NY for collaboration.
