The Enviromental Protection Agency, Office Enforcement and compliance is soliciting proposals, restricted to small business concerns to support the INTEGRATED DATA FOR ENFORCEMENT ANALYSIS (IDEA) 2004 Project. The IDEA 2004 Project includes five functional areas: (1) Original software design and development, (2) Software Maintenance, (3) Database maintenance, including new databases and database surveillance, (4) User Interfaces and Tools, & (5) Identify data and methods for analysis, including risk assessment and modeling. EPA anticipates that the solicitation will result in one Cost-Plus-Fixed Fee, Level of Effort (LOE), term type contract. The estimated LOE includes one, 12 month base period, plus two 12 month options periods. The estimated total contract level of effort is 32,900 hours. Solicitation No. PR-HQ-04-10105 is expected to be issued on or about 19 DEC 2003 and close 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/hpod.
