NO SOLICITATION DOCUMENT EXISTS. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract.
